Texas Chiropractic Association’s New Lobbyists

Kaden NortonTCA announces a new lobby team working for the profession, Norton & Massingill, PLCC.  


The Texas Chiropractic Association recently hired Norton & Massingill, PLLC, based in Cedar Park, as its new lobbyist. Representing TCA are principals Kaden Norton and Josh Massingill.

Norton obtained his law degree from Pepperdine University’s School of Law. Norton also studied at the Straus Institute, one of the country’s premier alternative dispute resolution schools. He has significant experience in a wealth of legal areas and has an intimate knowledge of the Texas legislative process.

A native Texan, Massingill also graduated from Pepperdine University’s School of Law and the Straus Institute. Massingill served as a legislative counsel to a U.S. Representative in Washington, D.C., until 2014, before returning to Texas. As counsel to the Texas Senate Commission of Health and Human Services, he managed a broad portfolio of legal and regulatory issues and contributed to significant legislative reforms.

TCA President James E. Welch, Jr., said the association expects big things from Norton & Massingill on behalf of TCA.

“TCA’s executive team and leadership were impressed by Norton & Massingill’s energy and passion for chiropractic,” Welch said. “There is much work to do to level the playing field for chiropractic in our state and provide access to Texans to the health care of their choice. We are excited to have a lobbyist that will work hard every day to protect the profession we love and to ensure our issues are heard in the Texas Capitol and in other state agencies.”

In addition to being registered lobbyists, Norton & Massingill is a chiropractic law firm offering a full range of legal services for Texas doctors of chiropractic.
